Looks like yours had some free metal extracts that got caught in the part.
On the new part, I'm hard pressed to say but not bad till proven bad. ????? Especially if several others appear the same.

Run it.......looks like a tooling mark to me but I don't know for sure. :confused013:

 

my 6 stock ones, cyl 5 is the only on that looks like this, the other 5 r good and the new part is like cyl 5. so you would just run it?

The part on the top shows galling. Lack of lubrication most likely. The others look fine. I see witness marks from the machining process. As long as they are in tolerance they are fine.
I have 40 years as a tool&die guy, machinist, BTW.

 

Run it. Every rocker arm and shaft I ever pulled off looked like that. They claim it's from ideling excessivly and the lack of oil volume that gets to the top end.

 

That is definitely not a tooling mark.
