Fuse #20 blows when key in "run" position

Hello everybody! I have an electrical problem that I hope someone here can help me with. I have a 2003 Dodge Ram 2500 5.9L. I was driving it a week ago and the thing just died. Upon inspection, found fuse #20 (25 amp) blown. tried a few more fuses but they kept blowing as soon as the key was turned. It sat for a few days. I came back to it and put in a fresh fuse, turned the ignition into the run position and this time the fuse did not blow. However, the fuel pump is not coming on. I know the ignition switch is good cause I'm getting voltage to fuses 28 and 53. According to the wiring diagram; that leaves PTC No. 1. Does anyone know where PTC No. 1 is and if it is replaceable? I suspect that it is embedded on the underside of the circuit board of the Integrated Power Module. Hope someone on here can help! Thanks

I am having the same issue with my 2004.5 ram 3500. It just shut off suddenly and blew the #20 fuse.I replaced the fuse two different times and it did the same thing as soon as I return the key to the room position it would blow the fuse I swapped relays now it does not blow the fuse but the truck will only crank and no start the fuel pump is not coming on any advice would be greatly appreciated
