98 12v Smog Issues please help

hello everyone, i have searched and searched all over to try to find the answer to this and saw a few other similar issues but not exactly my issue. In the past my truck has always passed smog without issues. i have taken it to 2 different smog places to get it smogged. first time the guy was clueless it seemed about everything and told me it was not working and let me go without paying. second time i go to a different place and it was hooked up the the port running for a while and it failed due to "not being able to communicate through the obdII port". although any other scanner or code reader works fine on the truck and is able to read. if anyone has any advise for what you would try and check i would really appreciate it. one thing i did read had to do with the cigerette lighter. by the way i did notice now it does not work yet the fuse is okay. only other thing i heard was possible ecu reflash or software update? took it too 3 dealers near me and none of them were any help what so ever. i was hopeing they could tell me if it needed an update instead of paying them 150$ to just try that without any confidence that is even the issue. thank you all

also truck is a 98 12v from texas so it came from factory with no egr or cat so i beleive it does not even have any smog equipment at all

So why don't you take it back to the places you went to then? There isn't an ECU on a 12 valve so of course the obd port doesn't read anything that has to do with emissions. You have joined the hundreds of CA residents that have been BFed by CARB. I suggest you go to the CA page and ask for an inspection point that understands that not all engines are computer controlled.

My smog guy is in Pine Valley east of San Diego. Pine Valley Auto repair 619 445 9336 ask for Juan. He is a 12 valve owner not a 98 though. This is a repair shop that works on a lot of diesels. Not a smog shop they just do a few to keep the license. He will know what you need to you. I agree with previous poster that you probably need to see a referee. It may have something to do with a recent smog machine update from the state. I know that there is nothing for the smog machine to read about emissions. I wonder thou what does a code reader see in you truck? In my truck I have all kinds of transmission codes (4500 swap) abs/brake codes (unhooked ABS, hydro- boost conv. etc...). Things like that would probably make the smog machine go ape-h-t. Or you could just sell me the truck and I would have to deal with it.

the referee decides if a vehicle is exempt and a few other things. unless you get lucky and they exempt it. there isnt any reason to go to them unless no smog place will pass it. you want the check engine reason fixed, the cat in place, and "stock appearing" under the hood. and maybe the egr there and working if you have a cali truck. only other thing is a smoke snap test, completely opinion of the smog tech on that if it passes.

My truck was now able to pass smog. the entire time there actually was nothing wrong with my truck. it was explained to me how the smog places were entering it into the smog equipment incorrectly, although CA is partially to blame, ultimately the only issue for my truck failing twice was the smog techs. i was able to call around and found a shop nearby that i was able to explain to him how to smog it. thank you again i really appreciate the help.

My truck is a 12 valve built in October of 1997. It has a plate on the front gear cover that states it conforms to California regulations for 1997and has obdII. I took my truck to Raul’s smog station in Santa Paula they did a visual inspection and said they could not test it because I had added a boost gauge. Truck has to be completely stock, no modifications. I took the boost gauge off and plugged the hole with the original 1/8 inch plug. Went back and they put the machine on it but failed because the egr was not ready. Drove the truck for 25 minutes at 45 mph then took it back and it passed. This engine has an egr valve that appears to work properly. So if your smog guy is a stickler for detail you will have to have a working egr system.

Are you serious? They sent you on your way for a boost gauge?

I don't mind having to comply with emissions, but that is ridiculous. Just test the truck. All it needs to do is pass and it shouldn't matter how it passes...

Emission stations are a peeve of mine. I really do believe half of them don't know what they are looking at/for.

Well, it is usually underpaid bottom feeders that work at smog places. My old 1986 w-100 failed because the tw@t that was driving it on the dyno was slam-shifting the manual transmission and causing the probe to fall out of the tailpipe. She got a nice talking to about abusing other people's vehicles.

I'm in the same boat with some of you here. My truck (98 12v) reg is due in april and requires smog. Truck is federal emissions compliant because it was originally sold in Montana then later brought to CA. Only part I'm really worried about is the smoke test. Tap on the pedal and it blows out. It goes away tho just as soon as it comes out but it still is completely up to the tech on if its "too much" or not.

I plan adjusting the pre-boost screw tomorrow at work. I'll report back with what the adjust does for smoke. Worst part about this whole smoke test part is its totally up to the smog tech. Having a bad day=fail lol.
