will have to take the throttle linkage off of the pump, then
remove the pump head. should be 4 bolts on top. you'll
need to deal with the idle screw as it covers up the back
bolt, i took mine totally off. once you get the top off, it
should be pretty self explanatory.

good luck

How do you keep it out of runaway? Im swapping an 89 cummins into my Excursion and planning on making mods before I install the motor.. Runaway freaks me out.

when you turn the full power screw leave the truck runnin. turn in half a turn then press the pedal. if rpms take a while to come back down then your close to runaway then STOP. if its not close, keep crankin till you get close. after you get close i always back off a 1/4 turn just to be safe

I just did this mod and the hardest part was getting the back socket head cap screw out because i didnt have a ball end 5mm allen wrench.

Den - Dodge CTD 1st Gen - VE Governor Spring Install

plus this information from Jimbo486 will get you though it.

"use alan keys with the ball ends. you can access the upper right bolt on the pump top without having to remove the idle screw. the bolt won't come out of it's resting place, but just keep a hand on the pump top for when you get down to the last few threads and it's free. from then, you can push the throttle shaft through the top so that the top will then be free and you can then remove the governor spring easier with both hands. or you can have someone hold the pump top while you work on unhooking the governor spring. when doing so, as you may know already, keep a finger on the "top hat" that the governor spring is hooked to. otherwise, if you drop that, you'll be fishing for it or even worse, removing the pump to get it back. once you're done, you'll realize just how easy it really is. i was hesitant and little worried about doing mine, but as soon as it was done and everything tightened up, the truck ran and still does run just fine! and of course, even better with the 3200 spring."
