When you are up the system how much air is supposed to come out of it or should it hold a steady pressure .99 Cummins air test

How are you testing the system first of all? Did you build a tester such as this to fit over the turbo?

Run it up to around 20 psi, then spray (with soapy water) all the boots on the piping, around the intake horn, and the intake manifold plate. Set the valve on your air compressor for the 20 psi, then just leave the compressor on and hooked up to it while you are searching for leaks. There may be some air that will leak past your valves, but the compressor should be able to easily keep up with this while you do your checking.

What makes you think you may have a boost leak?

Any load at all I put on my pickup it you can tell it has a load on it even a little four wheeler trailer and when I go up hills and immediately starts losing power and I was told that shouldn't do that

I am a plumber so I made my own air setup every one of my boots was leaking on my air test but I tighten them up and can still hear air rushing out of somewhere but I can't find it

I highly suggest not listening to random people because generally what results is odd experiments and inaccurate understandings of what your truck should or shouldnt do. Sometimes you'll find someone who knows what they're talking about but most of the time people are happy to throw out opinions about something they know nothing about.

But in regards to your post, yes you can do a boost leak test if you want but I think filling out your signature with any and all history/modifications about your truck will better help the forum members help you diagnosis problems.

Then lets start with the basics, like explaining whats going on in detail. Always check for codes if you think there's a problem and if you have gauges or access to test gauges then that will help tremendously.

Good work, but you forgot to list your gauges in there.

And in pointing out, you dont have a fuel pressure gauge. So without knowing what your fuel pressures are, you "could" be suffering from a failed Carter lift pump and running little to no fuel pressure which is resulting in low power.

I'd suggest running down to your local parts store and renting a fuel pressure test gauge. It should have the shrader test valve connector too. Then connect it to the test port either on the fuel filter housing or the VP inlet. Run the truck at idle and while driving with the test gauge hooked up. You may have to have it dangling outside the hood partially latched.

Those fuel pressure numbers are very important.
