2013 Ram 2500 Speedometer Cluster has no power

YES, yet another RAM that the speedometer cluster isn't working. It started out flashing off and on when raining. then sone times the digital display and lights would go out but physical speedometer would work. then the whole thing went black and isn't working. Needles aren't working, no background display if you use a light. The only thing it does is a red light flashed when you first turn the key on.

Laramie 2013. I have replaced the Cluster. New cluster shows the same red light on the right hand side, but it stays solid (vers the old one blinking). connected to the OBD2 and it shows speed and all functions work on OBD2 (temp, speed, RPM, turbo, bla bla bla. everything works on OBD2). I replaced the TIMP mod/ fuse box. Tested all connecting's under the TIMP, Engine compartment and double checked the Cluster connection. Tested wiring at TIMP with no found issues. I have also disconnected the batteries to do reset. No changes on the display or read light. I was going to replace the BCM next..... This testing is killing the bank.. Has anyone else had the same issue?
