99 24V and it will turn over but wont fire until the wait to start goes off, not the worst thing ever but when other people drive the truck they sit there and crank the thing for 10 seconds before it fires, wondering if it has something to do with the fuel heater?

Not the fuel heater. You may be thinking of the grid heater. The ECM controls the grid heater- which is in operation when the WTS light is on, as well as allowing the VP44 injection pump to function. The engine will only crank until the ECM energizes the VP44.
Usually this type of issue points to a problem concerning the ECM. Sometimes low voltage (<9VDC) can be the culprit. You might want to check the electrical connections to the ECM to make sure everything looks to be in good working order. Since your truck seems to be working fine so long as the WTS light goes off, you might want to leave well enough alone for the time being. If the issue changes or becomes worse, it might be time for a new ECM, or to have your ECM rebuilt. Here is a List Of Verified / Reputable ECM Rebuilders if you decide to go that route.
