compensates for the lack of lubrication commonly associated with ULSD. Sulfer is a lubricant in diesel fuel. Also since our pumps (on VP44 Pump trucks) are lubricated by fuel. It helps save your pump.

1 oz per gallon is a good rule of thumb

Idk about the 2 cycle oil, but when i change my fuel filter at every oil change i fill up the filter housing with atf. Works fine jus dont last as long as if you wer to put it in your tank.
