Need some info about your truck.

Change the fuel filter and air filter to start, and then confirm the throttle lever is moving it's full range with the pedal (confirm the cable isn't stretched).
That's where I would start on any 1st gen...

Make sure the truck is in working order
Mechanical tuning of the pump
Fuel pin and governor spring for another 40HP for about $100
You can add injectors, and pair with a bigger turbo and some transmission and valve train upgrades if you want to go over 300HP.
