I’m pushing 40 psi of boost at around 2800 rpm when I am WOT, do I need valve springs?

Don't think you really need it. Any upgrade to the valve train is a good thing. If you do a cam upgrade then yes, and you wont to spin more RPM. I did a stage 3 colt cam, good to 4200 RPM. And Manton 24V CUMMINS VALVE SPRING KIT. 105LBS CONICLE. 3RD OF THE WEIGHT OF FACTORY. MANTON BILLET TOOL STEEL VALVE BRIDGES. MANTON HEAVY DUTY BILLET TOOL STEEL ROCKER ARM TRUNNION SET. MANTON 7/16" DIAMETER SERIES 3 PUSHRODS

I don't think you need valve springs either. I wouldn't be concerned with your boost and RPMs.

If you are not turning over 3200-3400 rpm or over 45PSI you should be fine. Valve float is bad for valves and seats. Springs that are too heavy contribute to added wear and parasitic losses.

Off topic I just order a Bosch 0281006325 Fuel Rail Pressure Sensor. Yes the right part number for 2005 5.9
