So Im going to be taking my truck to get diagnosed.
Im 95% sure the turbo is gone. Its building up pressure on the turbo when the exhaust brake is not on.
It builds around 5 PSI at around 65 MPH. At lower speeds and acceleration, its extremely loud and feels like the truck is working very hard to move.
I have a spare turbo that i got from the previous owner and im going to get it installed if the turbo is indeed the problem

So that being said, do you guys think its the turbo? and how long would it take a shop to install a turbo approx... and also, should i put in a new actuator valve?

As you guys can tell, Im not good when it comes to this type of stuff and have never owned a diesel previous to this, so any advice is very appreciated.

Honestly, none of what I just read makes sence to try and provide an answer. You don't even mention any tips of what your driving.

Sorry man.
I drive a 2013 Ram 2500 turbo diesel.
A weeks ago, I was driving and lost power and every time I would press the gas, a bunch of smoke would come out. It had a problem with the exhaust brake not working previous to all of this.
Now it feels like the exhaust brake is always on, also forgot to mention that there is a new noise coming from the engine, I’m pretty bad when it comes to vehicle know-how, so not sure what it would be

If it sounds like the exhaust brake is on all the time when driving it in town you need to stop driving it NOW and have it towed to a shop. The turbo swap itself can be done in a day once all the parts are there. You will likely want to replace it with an OEM turbo, or a plug and play such as a Fleece Cheetah. I don't know if you are deleted and tuned or not, but would need to have tuning to do something such as a second gen swap.
If your truck is stock and under warranty take it to the dealer ASAP.
