When you torque this down you pull the band tight onto the drum by using a torque number just assures that everyone is getting it the same, then by backing off so many turns gives the bands just the correct amount of free play, that allows the drum to turn free without eating up the band and yet tight enough so that when that band is applied it has maximum hold.
