Throttle problem after fuel filter change

So ever since I've change my fuel filter I've haven't been able to go above 2k RPMs without my throttle just shutting off. However if I let off of the the peddle and push back down again it's fine up until 2k RPMs.... Any know what's happening? I'm stuck.

Think I would try another filter. Which filter did you use?
Did you do anything else when changing the filter?
Did you fuel up after putting the new filter on?

Like already asked what brand of filter?

I changed the oil filter too, but I don't think it has a thing to do with it. And I used a Fram fuel filter.
Did you put fuel in after changing the fuel filter?

In my opinion i'd use Wix ( NAPA ) or fleet guard. Fuel or oil filters.
Did you fill the filter with fuel before installing on engine?

Did you prime it after installing to get last little bit of air out with the manual lever on the fuel pump before starting?

For me I use Baldwin filters, mainly because their is a dealer in my town.

Be careful with the oil filters, Cummins only approves certain ones.
when I worked at the IH dealer, we handled only Baldwin and Fleetguard.
Oil filter was fleetguard and so was the fuel filter until I realize my dealer gave me the wrong fuel filter... But I had a Fram fuel filter laying around so I used that. However, the problem has been narrowed down to the lift pump going out :)
