Sounds like you have a leak somewhere.

FYI the in tank pump is the lift pump, the one on the engine is CP3. If you have a lift pump mounted on the fuel filter housing, there is no lift pump in the tank.

Need to confirm if the pump was moved to the tank. If it was, there is an added harness and relay that can have issues.

Yeah, your post doesn't make much sense, figure out what was done for sure and let us know.

Stock truck, No pump in tank just fuel level sender.
Verify lift pump working ?
Check for codes ?
If no codes good lift pump supply, injectors/CP3 are suspect , check rail pressure when trying to start.

There is nor ever was a lift pump on the engine with a 2003 truck.
On the engine is a high-pressure pump called a CP-3.
2003 came stock with lift pump (LP) on the back of the fuel filter housing and a fuel level sender in the tank.
Some trucks, due to the LP being poor design at the time were retrofitted with a combo in-tank LP/sender unit.
Hope the clears things up for you.
