You are experiencing the child seat lock on the seat belt. If the belt is pulled all the way out ( fully extended ) it activates the seat belt lock for securing a child safety seat.

I've never heard that one before, but it makes sense. I have the same problem on my Tahoe also. My problem is - I'm too fat to NOT pull it all the way out when I latch it.
