Removing a broken bolt

I have a 2004.5 CTD that I broke the exhaust manifold bolt on #6 cylinder.I tried drilling with brand new HSS drill bits but nothing seems to cut into the broken exhaust bolt. What in the HELL did they make the exhaust bolts out of? And what is the best way to remove this broken bolt? Any advice would be appreciated

I've used a dremel tool. Take your time, you'll get it. Them run a tap thru it.

Hey guys,I got the broken bolt removed.I used a dremel before with a small drill bit but to no avail..I also thought about welding a small bolt to the broken bolt but I would have to tow it to my place of work and hope for some precision welding(#6 cylinder is waaaay back by the fire wall..What I did do was heat it hot enough to melt the lock tight and then I cut a slot with the dremmel for a flat head screw driver and used a lot of penetrating oil and "WALA" out she came..Hey guys thanks for the advice..When in doubt ask the experts...
