radiator drain plug

OK, I was going to drain my rad and change the coolant. Is the drain plug on the rad actually a 1/4 valve on the drivers side corner of the radiator? If thats it, nothing is coming out. Also when I first found the valve thing, it was pointed down as if it looked like it was in the open position. And when I turn it the other way still nothing comes out so mabey something is plugged. So what way is open and closed on this thing if this is the drain? I dont want it coming unplugged and draining on me unexpected.

twist it some then it pulls out some more then i think you twist it agian to open the valve if i have time i have a old one laying around i will look at it i cant remember how to do it its something along those lines

yes twist it about half way or as far as it will go with some pliers and then pull and then twist some more, it will come right out.
