Pushrod lifting pedestal with all adjusters backed out at TDC

Hey guys I am currently building a 12v. I'm not sure if I'm doing the head stud pedestal install correctly. I got all the rocker arms switched to the new milled pedestal and all the adjusters backed all the way out. Everyone one has a little bit of play except for cylinder 2. The pushrod is up and its keeping pressure on the rocker which is lifting the pedestal off the head a tiny bit. Is it okay to tighten it down like that?? Thanks for the help !

Are you certain the pushrod is seated in the lifter?
Yes I took the tappet cover off just to be sure
Stock pushrods so they are all the exact same. No damage to anything. I'm not sure if I turn the engine over just to get that pedestal to sit down on the head and just finger tight the stud nut? I'm just worried about damaging the pushrods or bending one. Does it matter if the engine is at TDC when installing the head?
Okay so I think I figured it out. At first I was just going to take all the rockers off the pedestals and torque the head down then put them all back on after and do the lash adjustment but I realized you can't get the rockers off with the pedestal on because of the head studs 😒 so I just rotated the engine until I found a spot where they all had play in the pushrods then I torqued it down. I don't know why I was thinking it had to be a TDC. Anyways hopefully everything works out. Thanks for the help.
