showing a code for p1698 drove truck in shop to fix leaking feul lines and change lift pump now truck wont start checked voltage at lift pump its only showing 4volts i can manually throw 12volts but dtill wont start any suggestions or has anybody else had this prob

Yes, I replaced batteries and all battery ground cables. Do you have any other codes?
