Have you replaced the fuel outlet check valve? I believe your engine should have one. It's the banjo fitting where the fuel return attaches to the pump, creates backpressure in the injection pump to fill the chambers.

I don't remember it being a check valve, looks more like a banjo bolt with some small holes drilled into it. I have one laying around here somewhere.

pretty positive it has no check ball or valve just a small Orifice orifice and a screen to protect it.

My bad, 94 with the inline pump had the valve. Old brain....

That would be the OFV valve on the P Pump engine. That's ok if you've never had a VE pump then you wouldn't know.
