If it runs good and has no power check the AFC. A stock '95 is no hot rod, but it is not too bad. If the hose to the AFC is ok, then remove the AFC, cover the hole with something (duct tape will work) to keep oil from flying out and take it for a test drive.

That's true, but it the AFC is not working it's a lot worse. Simple to test. Take the AFC as I described above and go for a test drive. The AFC is a simple contraption. It's just a throttle stop. When boost goes up it moves the stop so you have more fueling and more boost to move the stop some more until the stop has moved enough to hand off fuel limiting to the plate. If the boost is not getting there or the diaphragm is bad then the throttle stop never moves. The result is that you are getting far less fuel than the pump can normally deliver. Kind of like having a piece of wood under the fuel pedal.
