Good evening everyone,

I have a 2003 3500 that has not shifted into overdrive since I've owned the truck. I've been going through a lot of forums/etc... trying to find tips on how to fix this, and tried a few things but nothing has helped so far. It shifts fine 1-2-3 but doesn't even seem to try to shift into OD. Truck is an early 03 (Feb/2003 build date) with a "6" vin, so I believe it's a 47RE? The truck is a 4x4.

What I've tried:
-Replaced Lockup/Overdrive Solenoid
-Tried to wire a manual overdrive switch in, but I may have done this wrong- some people have mentioned needing a resistor?
-Made sure 12.5v was going into the transmission

Supposedly, the transmission was replaced about 5 years ago, and the truck sat around and never really been driven since then (Someone had the truck pulled apart for paint)

Other factors that might be relevant:
-Speedometer is WAYYYY off. Reads about 90mph when I'm doing 60mph.
-Truck use to have a Bully Dog tuner on it, and is definitely tuned, but doesn't have the tuner anymore.
-There's a lot of other small things wrong with the truck, just can't think of them off the top of my head.
-Scanner showed codes: P0700 and P2509 (and P0628, but I doubt that's relevant)

Cause of P2509 should be fixed first

POSSIBLE CAUSES
POOR CONNECTIONS AT THE BATTERIES
LOW BATTERY VOLTAGE
OPEN FUSED B+ TO ECM
OPEN GROUND CIRCUIT
BATTERY + SHORTED TO OTHER CIRCUITS
RETURN CIRCUIT SHORTED
BATTERY + SHORTED TO GROUND
INTERMITTENT CONDITION
