I'm doing a head gasket job on a 99 cummins and i'm needing some torque specs. Do you guys know of any web sites or possibly know all the specs that i need?

Pull them to 77 pounds and then pull them a further 90 degrees. If the truck has any mods powerwise then you can pull the bolts to 80 or 85 pounds and then 90#. You could just pull the bolts to 110 or 120 pounds but I dislike this method because of the risk of a bolt binding and giving a false torque reading. Pulling them to a lighter torque and then using degrees is more accurate as it elimanates any binding issues.

I'm doing head studs. I meant like the rocker arms, injector hold down, and exhaust manifold

What head studs do you have? Most likely 125ft-lbs.

rocker arms:27ft-lbs

injector hold downs:89in-lbs

exhaust manifold:32ft-lbs
