Motor has no top end power. Lower end is fine. Have replaced injector pump, lift pump, computer. Turbo doesn't sound like its spooling up correctly and hear what sounds like vacuum leak or air leak under dash when turbo is under load. Any suggestions or ideas?

Look for the boots on intercooler tubes for loosness, or split.

Found no problems with intercooler tube or boots
it sound like air is dumping out of turbo wastgate when motor is turned off

Wastegate frozen, rusted open.....

check the exhaust manifold for any soot residue, if there is some then you have a crack.
