Did you change filter brands or part numbers?

Mine is 15psi idle and 10psi WOT which is ok by me but others like to see more and steadier pressure.
Is there a screen on your Holley?

Always try to stay above 7PSI at WOT and work range..... If your lift pump can keep up your in good shape.

I would try another filter as well, in rare cases I have seen filters be defective... it is rare because it is costly and filter company's pay attention but you could have bad one.

The drop in pressure you are mentioning is large for going in the right direction.

Unless your old filter had a problem and was passing fuel instead of filtering.

Wish I could be of more help
