If your swapping out your stock turbo (not an hy35) with a he351 your still going to have drive pressure problems. I wouldnt add any more fuel if your going to keep the he351.

sound worth looking into...i am going to take the solenoid off and plug the hole....the he351 is alittle bigger, i already got one off ebay..lol will be here today....Browns has modded holset's Browns Diesel. You could probably get one with a 03 comp housing so you wouldn't have the big solenoid that doesn't come on your year of pickup. I don't know who mods them for them, but they have a more aggressive 60mm comp wheel than the stocker and I think they run a bigger tubine also.
