I have an 09 mega andd want to install and leveling kit and replace the tires and rims. What is the max width of rim( offset) and tire height and width i can go with and still not stick out the fenderwells?

if you don't want to stick out the fender well stick with a stock offset rim (0 offset or even a small +) for sure and don't run any thing wider than a 285 (roughly 11.25 inches) on an 8" wide (or stock width) rim.

As for height 33" tires have worked good for me on both my 03 and 07 (both had leveling kits). a friend has 35s and they rub even with the leveling kit

Even with this you will be about a quarter inch out of the fender, maybe even a half. You could always put fender flares off of a stock 07-09 power-wagon on the truck. they are cheaper than aftermarket ones and work really good.
