You will need an adjustable elbow to put back in where the plug is in the front of the compressor housing. Then just hook up the line. Problem solved.

It's going to be like a 1/4 inner diameter line that goes to a nipple on the wastegate actuator.

your waste gate needs to sense how much boost pressure there is. One end of the hose goes to the head of the waste gate. The other end of the hose can go to the compressor side of the turbo (if yours has a port there) or it can go over the engine to the intake, or put a "T" in the line that goes to your AFC and plug in the hose to the waste gate on that T.

the above mentioned adjustable elbow is only needed if you want to slow how quickly the wastegate head is filled with boost pressure. You can partially close said elbow to slow the boost pressure getting to the wastegate.

It's anyones guess as to where it's reference line comes from, but my 98 has it on the compressor housing which I assume is where his is although it obviously could come from the intake manifold plate. I guess another question we need to ask is where is the plug you're speaking of and do you want more boost than stock. If you want a stock elbow I have one laying right here I could send you. But I would recommend an adjustable...

All of the '98s I've worked on have just a short line from the compressor side of the turbo to the wastegate actuator.
Even on all the earlier years it's hit or miss whether the WG has the short line or a line up over the engine.

mine is plugged on the line that runs over the motor by the valve covers, i think. I am begging to be able to over spin my turbo since my pump mods and would like to regulate it

Long as your actuator is still there which it should be or it'd be running like garbage, unless they welded the flapper shut, you have what you need other than the elbow. Pretty straightforward. Good luck!
