Fuel leak and mushy accelerator

I am a first time cummins owner and I have a 99 24v cummins lately my accelerator has been goin mushy every once in a while and I noticed this afternoon that it's leakin fuel from the top of the fuel tank I've been told the mushy pedal is due to the lift pump goin out but then I was told that due to the fuel leak from the tank it's either a fuel line or the seal on the fuel pump is bad. Any pointers?
