Engine surging

I have a 2007 5.9L, using smarty jr on #2 setting, amsoil air cleaner, and full 5" exhaust. When I'm not towing and get up around 2200RPM just accelerating the engine surges almost like I'm hitting a rpm limiter. Any one have any thoughts?
