engine/smog restrictions??

when did they start all the smog restrictions on the cummins motor?

i thought that the 6.7 had all the smog restricitons
and the 5.9 was free of that stuff.

the reason this comes up is my friend says you can't get an 07 because that is when they started all the smog restrictions. but i thought they put the 5.9 in the 07's

not sure what the answer is..........
