Yes it does. A boost fooler limits the boost the engine sees, thus keeping the enigine from de-fueling or setting a CEL at higher than stock boost levels.

The boost elbow reduces the amount of air to the wastegate, so it doesn't open at the stock boost level, allowing you to boost higher than stock for a bit more power and cooling. But you still want to limit that so you don't overspeed the turbo.

Boost fooling is creating a fooled value from the MAP making the ecm think its only making '28 psi' when in reality its higher then that. Fooling the computer allows for higher boost pressures safely without CEL's or more commonly 'over boost' codes putting the truck into a protected 'limp mode'
