Yes it does. A boost fooler limits the boost the engine sees, thus keeping the enigine from de-fueling or setting a CEL at higher than stock boost levels.
The boost elbow reduces the amount of air to the wastegate, so it doesn't open at the stock boost level, allowing you to boost higher than stock for a bit more power and cooling. But you still want to limit that so you don't overspeed the turbo.
