E-Brake turning off and on rapidly

The e-brake is turning itself off and on rapidly no matter what I have the switch doing whether it"s on or off. It does it almost all the time unless your at WOT. Have checked connectors for turbo pulled them apart cleaned them and reassembled twice even hooked up egr and pulled Smarty off still have problems it is throwing code PC10C

Does anyone have any input going to hook it up to a scanner this weekend. I need this fixed try to figure out the problem and what needs to be done to cure it Thanks
