I have an 03 Cummins that is giving me some grief. When it is -3 C or 25ish degrees F my truck will not start. It basically starts at +3 and (38F) and will not start if it is colder. I do all my maintenence and try my best to keep on top of things. I have changed my air intake heater (grid heater) and just found out this morning that it is not that (unless the grid heater I bought off of ebay doesnt work right is there a way of testing the grid heater to tell if it is getting hot enough). I installed a recirculating block heater that really helps when it is plugged in but I dont want to have to plug in the truck when it is warmer than freezing. I never had to do this in the past either it used to still start when it was -25 c with out being plugged in. Please help with trouble shooting.

Thank you all in advance
