My dad just bought a 96 CTD and a budget fuel plate. I think that it is a 25-140hp. My question is, is all the way forward towards the front of the truck? I imagine it is. My specialty is more in the 24 valves and tuners. Thanks. Also I want to turn it up just to 50hp, I guess you just have to guess.

forward is yes toward the radiator.... To adjust power (and smoke) you'll need to adjust the star wheel.
