Rear brake are new or not? If not , maybe cylinder brake and linkage are worn, rusty, damaged or broken(usually spring and cable inside drum brake) . Also the park brake cable stuck may caused this problem.
Also , your rear brake adjustment is maybe too tight, unscrew the star wheel to fix it.

That work great when you brake twice ? Its maybe air in brake line ?
Or.....Well you said , you disconnected the RWAL module, its maybe your RWAL(Rear Wheel Anti-Lock)valve located in rear inside the frame rail on the driver's side, above the rear axle is defective.
