I have a 1999 2500 Cummins. On the Drivers side battery, Positive post, there is a wire coming off the side of the connector going down to what appear to be two solenoids on the drivers side fender well. The two wires to these solenoids, or whatever they are, connect to a common ring connector, and this was corroded and broken, leaving the wires unattached. The truck runs fine, and im gonna replace the wire, but what are these things, and what are they for?

You must be in the south, or somewhere that it's warm.
Those are the solenoids for the grid heaters. The computer tells them to come on when it detects cold enough conditions that starting needs an assist. There is one solenoid for each grid heater.

Yep, Georgia. Thanks, I was wondering how a connector could come loose and everything functions normally...
