when i get the new one in do i need to run a ground or do the mounting bolts do that? The old one could be shorted out for the reason it's arcing.

cutCut or burnt?
It may have burnt due to a short in the charging circuit. If so, you can replace it and it will burn again.
Need to find out why you're having arcing problems.
