Anyone in STL Area with Smarty?

Im trying to enable PTO idle on my '04 2500 6-Speed. Called around to all the dealers and best I could get them to do was minimum 1hr labor @$200 + taxes. Is there anyone in the area has a Smarty and would be willing to meet up to enable it?

Edit: PIN #22 is already grounded :)
