Anyone familiar with WA state emission laws ?

So a year later after buying a Ford with a six-leaker I'm starting to regret selling my 24 valve. But now I'm considering to do a 5.9L common rail swap but I can't find anything that talks about the emission requirements and I want the swap to be legal. Would it still be the same since the Cummins engine is OBD II compliant ? And does anyone know who I can contact to get more info ?

as long as it doesnt throw any check engine lights, I doubt they would even know any better. I guess make sure the obd2 port if functional.

or live in rural snohomish county and not worry about emissions :D
Had a friend with a 06 F350 with a 07 5.9 in it and when he went to through emissions they told him not matter what you swap they will go off engine year or vehicle year emissons requirement. Whatever is newer and more stringent.. they even told us that if you put a diesel in a non diesel vehicle they will test to the emissons requirements of the car or engine year... whatever is newer..
Nice so its straight forward, guess as long as the opacity level is below 30 % I should be fine according for my year of truck. So technically I can swap any 5.9 Common rail from 03 - 07 ?

if your truck was 07+ it would be emissions exempt.

or if it was under 6000lbs curb weight....

mine is 800-1000lbs over that limit :doh:

That's what I thought too. But there's nothing in the WA state laws saying anything about engine swaps :confused013: unless I misread something.

According to WA ecology website 92 - 96 is 40 % , and 97 - 08 is 30%, unless this page hasn't been revised.

I was looking at my title. '02 model Q25 style 4c series/body RAM2500; (apparently gov bable for long cab n long bed) Scale Weight 05579.

so looks like the WA gov thinks these trucks weigh 5579#. Exempt? I would not suprise me at all that the gov spec has nothing to do with real world values.
It is always interesting to hear vehicle weights reported on titles. My 96' extra cab 4x4 states 5,930 and is exempt now from smog. However, it appears that not all titles state the same weight for the same truck in different areas.

I'm just going by what my last two emissions tests showed:

this was pretty much when the truck was stock:



and this was with twins and DDP150s (my old injectors) with the smarty set to emissions mode (and those injectors hazed at idle)



that is where I got 40% because that is what they held my truck to both years..

My truck weighs 5340 with me in it, but the title says it weighs 4800.
means you are emissions exempt even if you lived in an emissions controlled area.
Or just register it in a town where emissions aren't required. For example I live in puyallup and have mine registered in Eatonville.

so I just took my box stock 04.5 into get an emissions check, and this year they said the tech has to stomp the pedal on the snap test, well the guy punched it to the floor, red lined it and dumped a ton of black smoke into the shop, need less to say I failed at 90%
the law says you only need to punch it to 2000 to 3 grand, not redline

I'll be swapping out air and fuel filters

my truck normally only throws smoke if I really punch it , maybe a diagnostic check is in the cards here
what do you all say?

If that is correct with respect to the RPM required for testing, then why don't you present that information and have them test accordingly :confused013:
man, your right I'll send em the paperwork, I was able to change my address to my North Bend home address instead of my business address, so problem solved for now,

so im being stationed up in washington and have no muffler into an 8'' stack still have the cat though. ill be in the SEA-TAC area. just wondering what i need to know.
Should be fine if you maintain registration in another state.

ah JBLM. thats not too far from me.

Even if you truck isnt registered in this state? That doesnt seam right to have an emissions sticker for a state you arent registered in
