Any ideas what this wire was added for? Pics

Found this wire rolled up near the air filter after buying the truck. It is a ground wire that is bolted to the fender. I also noticed the plastic panel under the steering column has a hole in it from a toggle switch, at least that's my guess.

Any ideas what was installed?
