First buy a set of sockets and drag it home. and get a cheap scan tool from Harbor or Autozone. Tow it home.
Second 0216 he is correct and the VP44 is toast.
A water pump is 50 bucks plus coolant and takes you an hour with a 3/8 socket set. Does it leak?
$3500 at a shop is almost reasonable for a VP and lift pump both.
If you do it your self you can do a VP for 1100 to 1700 depending on source.
A bad lift pump could be the source of the VP damage, but would have to know pressrue to be sure, becasue it is not always the case. A new lift pump can be done for anywhere from $100(modified aftermarket) to stock for $200, to $1000 for custom aftermarket. All doable by you.
1698 is also a bad VP probably or wiring.
Most all other codes are related to grid heaters that it appears may have been deleted?
Where in CA are you? I am near Yuba City.
