Wondering if this is just from excess fuel pressure or excess rail pressure, bleeding back down?

Mine does it and when I'd asked about it someone told me it was an emissions thing, where it stays idled up for a moment like when you shift, to allow the extra fuel that might be in the cylinder burn off. I think it's the most annoying thing in the world but I know folks that have the same year truck and it does the same thing and they never notice it.

Mine only does it when I really roll the throttle into high RPM's, like getting onto the highway. If I don't drive like an arsehole, I have no issue

My 03 does it. It seems to be more pronounced on the manuals than autos to me. It doesn't bother me much since I don't shift fast to begin with.

If this is normal , is there a way to minimise this or tune it out? Mine is really annoying, from 3 k it seems to take like 5 seconds to get down to idle, which wgile shifting feels like an eternity. I feel better about buying the truck knowing others experience the same thing

That is NOT normal dude. Rail hang is very common. Like D45 said, it's excess rail pressure that cannot be bled off fast enough when you let out on the skinny pedal. I truck when it was stock would NEVER have any rail hang. Now that I have added my mods and added more rail pressure, it will hang a little bit when I really get on it, but only if I push the clutch before I totally release the skinny pedal. If I release the pedal, then push the clutch, there is no rail hang. It can be annoying, and I only have it when I have my programmer cranked ALL the way up, but a stock truck should not be doing that. I am guessing that there is either a tune left in the ECM, or perhaps the return check valve on top of the fuel rail is faulty causing it not to bleed off or return fast enough. That would be my first guess.... I had a buddy who was hot roding one day, and he turned his pressure way too high. He pushed in the clutch too soon and suffered from PTV problems. Not a good thing on stock valve springs if it is severe.

my 03 did this also at about 60K miles. brought it to the dealer and they said it was a bad injector. they changed all 6(it was under warranty) and the problem went away.

I agree to look at injectors--after losing a injector pump to water (this December) the dodge mechanic told me to watch for the truck to take a long time to return to a normal idle and when this happened to look at the injectors (and look quickly due to the damage a failed injector will cause).
