I've removed the caliper and the caliper mount. Also removed the clips on the studs. The rotor does not want to come off. Am I missing something.

Doesn't sound like it, it's probably rusted on. Try using a socket extension on the back side between the rotor and the frame then have someone turn the steering wheel to the right. Rotate the rotor 1/4 way then do it again. Do that a few times and it will pop off. When I replaced mine I tried everything, and that was what it took to get mine off.
