Charging problems

92 d250, not charging put in an external regulator, charging now but internal and marker lights flicker. This is my son's truck that I got for him, I'm just trying to help. He thinks it's because the regulator is set at a higher voltage than the warning that states not to go higher than 12.3volts but since we're bypassing the pcm I don't think that matters. Any help would be appreciated.

Not sure if lights flicker or fluctuate.
