99 cummins dead pedal bad!!!!!

My father has a 99 3500 24valve with a 5 speed and we are having this pain in the dead pedal issue. Hes tried all the disconnect the battery tricks and nothing. I'm not sure what codes he had but he did have it scanned. Here's what I know so far. Pedal is dead 100%of the time doesn't matter temp or condition outside. When you start it up it runs great. First time u hit the pedal it revs up and the Roma drop back down to idle. Every now and then you can hit the pedal after it sticks at idle and it will come up just a few rpms. He had the codes erased and it was like brand new runs like a beast but when u turn it off it goes right back to the dead pedal again when restarted clear the codes and back to normal. Can anyone help us please. We depend on this truck very very much and we are down without it. Please any help would be awesome

APPS sensor. Look for Timbo Apps sensor. It's a throttle position sensor.

What Codes are you getting?

The codes are p0606 and either p1689 or p6189 he said the scanner is showing no communication between the pcm and injection pump. But we clear the codes and it's perfectly fine. U can drive it anywhere but when u shut it off and restart it the codes are back and the pedal is dead again
