Disappointed in hp/tq numbers

So I recently built a p pumped 24v motor. I thought it would make right around the same if not more power than my vp44 but it actually made 110hp/130 ft/lbs less. Can anyone give me any isnite on what to do next?
Dynoed 538/1009 this year at Schied diesel

Motor specs
20 thousandths over
#110 valve springs
7x.014 injectors(still vp pop pressure)
160 p pump
4K gov springs
Rack plug
191 delivery valves
.078 fuel lines
22* timing
No fuel plate
AFC messed with
63/s475 turbos
Airdog 150 with 40 psi spring


98.5 SCLB,nv4500 swap, SB DD 3600, AirDog 150, Isspro gauges,Banks monster ram, 5" exhaust, DAP 7x.014, 63over S475, p pump swap

Is the injector pop pressure for the ppump higher? If so it may not be building up enough fuel pressure before the injectors fire. This could certainly cause low power. If the ppump pop pressure is lower than the vp44's then it may get fuel into the cylinder but certainly not the full pulse of fuel causing low power. I don't know a loy about ppump swaps, but this is my speculations. Get the pop pressure set right with a really good company.

How much boost did it build on the dyno?

98 qcsb 12v couple turbos and other misc. performance parts.
90 w250 straight six and a standard transmission 600k miles
01 3500 p pumped

Iím not to sure I wasnít in the truck. I know on the street it makes 60-70psi I need to tighten my spring gate up alittle bit I see my 63mm is only making about 20 psi and I thought I read it should be closer to 30psi
