p7100 problem HELP!!!!

ok so pretty sure my rack is stuck in my IP. the shop told me my pump was bad ie no fuel coming out of the valves to the injector line. so bought a used one that had sat for a little. not in the truck yet but noticed that the throttle linkage is very stiff. took the rack cover off in the front of the pump and will not move with the throttle only wen i force it. so...

rack stuck?
throttle being stiff normal?
stuck plunger?
HELP!!!!!
Pump is a p7100 bosch cummins recon that i bought part number 3925085RX

96 12v cummins 3500 dually 6 speed

Did you move the shutdown linkage to the run position first?
Throttle will be very stiff if you don't.

yes i have moved it from the outside and opened the cover on the back below the afc and it is out of the way. i am wondering if the govener sprng at the bottom of the pump can cause a very stiff throttle

rack is likely stuck on it too...

Had the same issue with mine, i piled up 3 plungers in my old pump (split the barrels and stuck the rack), so i picked up one a buddy had sitting around for years on the shelf. It was a known good running pump, but upon inspection the rack had stuck on it too from sitting (likely surface rust causing it). I didnt give a f'k at the time, i needed my truck running so i "carefully" went in there with a small prybar and gave the rack a little nudge and it broke free.

Worked perfect the last 3 years, now its starting to stick a plunger every once in a while... LOL

2015 3500 laramie dually. 6.7, aisin, 4.10s, bone stock... (for now

you see i just was working on it tonight and come to find out that the pump that iss on the truck now the rack move fllwlessly but the valves have absollutely no fuel coming out of them. im stuck. alot of people are wanting to trade me there running cummins for mine cause they never seen one so nice
