Everyone on this forum is jealous.
Its a good truck but it needs a lot of work. I think its cool because it has all the 90s and early 2000s aftermarket parts. Truck looks like its out of a tdr magazine. He custom ordered it new, his name is on the window sticker.

I had a Pacbrake that was under the truck, froze solid, took apart many times lubed with their oil. I had vbands on each end to make it easier to remove and lube. Finally Froze solid, no matter what I did it would not free up, took it off and trashed it.

Throttle body cleaner

You know, I've been having some issues with my exhaust brake being stuck for quite a while. I've been in here researching and have had quite a few good suggestions but nothing has helped yet. Short of pulling my turbo apart (which may be a different animal from yours) I have done most things that should help but I just haven't freed it up yet. I have an '08 6.7L, BTW.

Anyway, I happened to be at the dealer a few weeks back picking up a new battery box and mentioned this problem. They sold me a can of Mopar Throttle Body Cleaner and said that would loosen up and free my actuator problem. Unless you're dealing with rust down in there, this might be helpful. Just a suggestion w/o knowing more.

Tried moving the acuator by hand, nothing and some light tool work still nothing.

Didnt hit with oil yet, but its probably coming apart.
