98/2500/5.9/12v am i having starter problems?

I got a 98 dodge 2500 Cummins 5.9/12v/5speed that cranks over when ignition switch is engaged but when ignition switch is released it shuts off. Also during this process sounds like the starter making a winding sound. (Truck will run if I hold the ignition switch down drive for a minute then release it then runs good) I have an idea on the propblem (starter not disiguaging from fly wheel) but Iím no mechanic. I would greatly appreciate if I could be pointed in the right direction.

You should also look into the fuel shutoff solenoid. There are 3 modes to it. Start, hold, and off. Start pulls the fuel lever fully up when you turn the key to crank. The solenoid switches to hold once you let off the key and it should hold the fuel lever in the run position.

The FSM has good troubleshooting steps to rule it the problem (or not).
